Mr. Neeraj K. Gupta is a retired IAS officer of 1982 Batch, UP Cadre. He served as Secretary, Ministry of Finance (Department of Investment & Public Asset Management, Government of India) until 2018, overseeing the management of government investments in Central Public Sector Enterprises (CPSEs) and bringing a paradigm shift from Disinvestment to Investment Management. Investment Management Policy of Government of India and framework for listing of large CPSEs, including those in Insurance and Defence sectors to unlock their value through markets were firmly put in place. He conceived innovative capital market instruments like Bharat 22 ETF, CPSE ETF and Bharat Bond / Debt ETF to optimize market value of government equity holdings.
As Secretary, he also initiated the privatization of over two dozen government companies across various sectors, including Civil Aviation, Defense, and Heavy Industries. His efforts in 2017-18 generated the highest ever non-tax revenue for the government, totaling over Rs 100,000 Crores through 35 capital market transactions.
As Chairman of the National Task Force for Digital & Cashless Economy, he helped implement the government’s digital financial transaction framework, contributing significantly post-demonetization. He functioned as Central Information Commissioner of India till 2023.
Mr. Gupta's role extended to working with regulators like SEBI, RBI, IRDAI etc for improving the policies related to company listing, divestment, digital payment framework and capital restructuring.
He is currently as Independent Director the non executive Chairman on the boards of NSE Data & Analytics Limited, NSE Indices Limited, NSE Sustainability Ratings & Analytics Limited and Independent Director on the board of Indian Sugar Exim Corporation Limited.
